Quick answer

How Indian businesses accept digital payments: UPI and card MDR rules, what Razorpay, Cashfree, PayU, PhonePe and Paytm charge, and settlement cycles.

A customer scans your QR, taps a card or clicks Pay Now, and money reaches your account minus a fee you may not have priced. This post covers that setup: the rails first, because the law fixes part of the price; then each major gateway's own published pricing as of 3 November 2026; then settlement clocks, onboarding paperwork and the RBI authorisation underneath. The wider business context is in our business finance guide.

The rails come first: what the law fixes

The rails set the floor under everything a gateway can charge. Since January 2020, the Merchant Discount Rate — the fee a merchant pays to accept a digital payment — has been zero on UPI person-to-merchant collections and on RuPay debit cards, fixed through Section 10A of the Payment and Settlement Systems Act, 2007 and Section 269SU of the Income-tax Act. Cards are different: RBI's debit card MDR cap runs up to 0.90%, and credit card MDRs typically sit between 1.5% and 2.5%. Source: PIB backgrounder on the UPI incentive scheme, March 24, 2025, and Department of Financial Services FAQ, September 15, 2026.

That zero-MDR base is being rewired in 2026. Parliament passed the Taxation and Other Laws (Amendment) Act, 2026, amending Section 10A to let a merchant-side UPI MDR return — an enabling change only: consumers pay nothing, person-to-person transfers stay free, and any MDR is threshold-based, not blanket. The framework notified on September 15, 2026 sets 0.4% on UPI merchant transactions above ₹2,000, capped at ₹300 for transactions of ₹75,000 and above; a flat ₹5 for sectors such as railways, fuel and utilities; 0.02% for capital-market payments; and full exemption for micro-merchants on the P2PM tier — those receiving up to ₹1 lakh a month through a UPI QR. Merchants cannot pass the MDR to buyers. Source: PIB press release, August 8, 2026; Department of Financial Services FAQ on MDR on select UPI (P2M) transactions, September 15, 2026.

One status note: NPCI had scheduled the 0.4% levy for October 15, 2026, then deferred it to a date to be notified after Diwali. As of November 3, 2026, account-to-account UPI collections still carry zero MDR. How the gateways price online collections

A plain UPI QR from your bank costs nothing on every rupee while you stay on the P2PM tier. Charges begin when you want a hosted checkout for cards, netbanking and wallets, or when your volume outgrows the micro-merchant limit. What each provider publishes as its standard rate, from its official pricing page on 3 November 2026, with 18% GST extra on every fee below. Razorpay's Standard plan is a flat 2% plus GST across payment modes, with no setup or maintenance fee. Its FAQ calls the UPI charge a platform fee for dashboard and infrastructure — the rails underneath stay zero-MDR. Source: razorpay.com pricing page, fetched November 3, 2026.

Cashfree's standard platform fee is 1.95% plus taxes (2% on cards, 2.2% on credit card EMI), with a festive offer waiving platform fees on a new merchant's first ₹20 lakh and making next-day settlement the default during the offer. International Visa and Mastercard price at 2.99%. Source: cashfree.com payment-gateway-charges page and offer terms, fetched November 3, 2026.

PayU's table charges 2% on Visa, Mastercard, netbanking, wallets and BNPL, and 3% on Diners, Amex, EMI and international transactions. It publishes no UPI rate — the FAQ says merchant UPI pricing varies by category — so get that quote in writing. Source: payu.in/pricing, fetched November 3, 2026.

PhonePe's gateway lists a 1.99% standard rate, currently struck through and free during its offer period, with zero setup and maintenance fees. Paytm Payments' standard plan is 1.99% on all transactions plus GST, again with no setup or maintenance charges; both are list prices. Google Pay for Business is the opposite pole: a UPI acceptance layer, not a full gateway. Its terms charge MDR 'in accordance with the Applicable Law' — zero today on ordinary account-to-account UPI — and switch on fees only if you opt in to credit options on UPI, such as a RuPay credit card paying through UPI. BharatPe's QR is free UPI acceptance from any payment app; its Swipe card machines quote MDR from 0.40% on debit and 1.25% on credit. Instamojo is the simplest and priciest start: its free plan takes 5% plus ₹3 per transaction (10% plus ₹3 on digital products), stepping down to 2% plus ₹3 on paid plans from ₹6,999 a year. Stripe India is built for software and SaaS businesses: 2% on Mastercard and Visa cards issued in India, 3% on cards issued abroad (4.3% with USD billing), and UPI support with a per-transaction range of ₹1 to ₹1 lakh. Settlement cycles: T+2 is the default, faster is a product

The fee is not the only cash-flow variable — the settlement clock matters too. Aggregators pool collections in escrow and credit your account on a cycle:

GatewayDefault cycleFaster option
RazorpayT+2Instant, 24x7, for a fee
CashfreeT+215-minute instant, 0.30%
PayUT+2Priority from T+15 min
PhonePe PGT+1—
Paytm PGT+1Same-day and on-demand
InstamojoT+3Paid faster payouts
Stripe India2 business days—

Sources: Razorpay settlements docs (T+2 default), Cashfree settlement guide (T+2 standard, instant at 0.30%), PayU help centre and priority-settlements page (T+2 default, faster from T+15 min), PhonePe developer documentation (T+1), Paytm page (T+1 default), Instamojo pricing FAQ (transaction plus 3 days), Stripe India payout schedule — all fetched November 3, 2026.

Two notes. Every provider warns the cycle is subject to bank approval — category and risk profile can move it, and weekends and bank holidays never count. Faster settlement is priced separately: Cashfree's 15-minute instant cycle costs 0.30% extra, a premium over its 1.95% fee. Source: Cashfree payment-gateway-charges page, fetched November 3, 2026.

Documents you need to onboard

Onboarding is KYC, and the paperwork is light. An individual or sole proprietor needs PAN, Aadhaar linked to your mobile number, and bank account details with a cancelled cheque or statement. A proprietorship adds any one business proof: a Registrar of Companies certificate, a Shops and Establishment licence, or a sales or income-tax return. Partnerships provide the deed; companies and LLPs the incorporation certificate. GST is not required to activate, though a GSTIN has benefits. For online checkout, your site or app must be live with terms, contact and privacy pages; verification typically takes 24-48 working hours. Aggregator or gateway? The RBI framework in one section

Most services you can sign up with are legally payment aggregators: they onboard you, run your money through escrow and settle you on their own cycle. RBI's Regulation of Payment Aggregators Directions, 2025 formalise this: non-bank aggregators need authorisation in one of three categories — online (PA-O), physical (PA-P) and cross-border (PA-CB) — and must hold net worth of ₹15 crore at application, rising to ₹25 crore by their third financial year, with customer funds in escrow. Banks are exempt. A pure payment service provider, by contrast, supplies only the technology layer while your acquiring-bank relationship stays direct. Before signing with a smaller provider, check RBI's published list of authorised payment aggregators; PhonePe states on its pricing page that it operates as one. Source: phonepe.com pricing page, fetched November 3, 2026.

Collecting from overseas customers

If you sell abroad, international capability decides your rate. Razorpay enables international card acceptance on request; Cashfree prices international Visa and Mastercard at 2.99%; PayU's table shows 3%, with international collections settling on a T+3 cycle; Stripe prices foreign-issued cards at 3%, or 4.3% with USD billing; Paytm and PhonePe support international cards after approval; Instamojo enables it only on request, subject to KYC. A business collecting ₹80,000 a month through a plain UPI QR — within the P2PM limit — pays nothing on it today, and stays exempt once the framework begins, even on payments above ₹2,000. The choice matters when cards enter the mix, because card MDR of 1.5-2.5% is what you are shopping for. Source: DFS FAQ of September 15, 2026; PIB backgrounder of March 24, 2025.

Fee tables in this market move quarterly — offers expire, thresholds get renegotiated, and the notified UPI MDR will change the arithmetic again when NPCI announces its date. Treat every number above as a photograph of 3 November 2026 and confirm the current table on the provider's own pricing page before deciding. This is educational content, not advice.

Key takeaways

  • UPI and RuPay debit collections carry zero MDR since January 2020; a 0.4% MDR on UPI merchant payments above ₹2,000 has been notified for 2026 but its start date is pending — micro-merchants receiving up to ₹1 lakh a month stay exempt.
  • Card MDR is the real cost driver: capped at 0.90% on debit cards, typically 1.5-2.5% on credit — gateway choice matters most once cards enter your checkout.
  • Published standard rates on 3 November 2026: Razorpay 2% + GST, Cashfree 1.95%, PayU 2% on cards, PhonePe and Paytm 1.99% list, Instamojo 5% + ₹3 on its free plan, Stripe 2% on Indian cards.
  • Default settlement is T+2 at Razorpay, Cashfree and PayU, T+1 at PhonePe PG and Paytm, and T+3 at Instamojo; instant settlement is a separately priced add-on, for example 0.30% at Cashfree.
  • Onboarding needs PAN, Aadhaar linked to your mobile, bank proof and one business document for a proprietorship; GST is not mandatory to activate.
  • Sign only with an RBI-authorised payment aggregator — under the 2025 Directions, non-banks need authorisation and ₹15-25 crore net worth, and your collections sit in escrow until settlement.
  • International cards price higher everywhere: 2.99-3% at the Indian gateways, 3% plus conversion fees at Stripe.

Frequently asked questions

Is UPI really free for merchants in India?

As of 3 November 2026, yes on account-to-account UPI: zero MDR still applies, and the notified 0.4% MDR on merchant transactions above ₹2,000 has been deferred by NPCI to a date after Diwali, yet to be announced. Micro-merchants receiving up to ₹1 lakh a month through a QR stay fully exempt, and consumers pay nothing regardless.

Why do payment gateways charge for UPI if UPI has zero MDR?

The zero-MDR rule applies to the rails — the banks and networks moving the money. A gateway's UPI fee, where charged, is a platform fee for its checkout, dashboard and settlement service, not an interchange. That is why the same UPI payment can cost 0% through a plain QR and about 2% through a hosted checkout.

Which payment gateway has the lowest fees for a small business?

For pure UPI QR collections, your bank's or an app's own QR is free on the micro-merchant tier. For online checkout, published standard rates cluster at 1.95-2% plus GST — Cashfree 1.95%, PhonePe and Paytm 1.99% list, Razorpay and PayU 2%. Instamojo's free plan charges 5% + ₹3 and suits only very low volumes. Once you cross a few lakh a month, negotiate against your volume.

What documents do I need to start accepting online payments?

PAN (personal or business), Aadhaar linked to your mobile number, bank account proof, and one business document — for a proprietorship, any of a Registrar of Companies certificate, a Shops and Establishment licence, or a sales or income-tax return. GST is optional. A live website or app with terms, contact and privacy pages is required for online checkout activation. Source: Cashfree onboarding FAQ.

Can Indian businesses accept payments from foreign customers?

Yes. Razorpay, Cashfree, PayU, Paytm and PhonePe support international card acceptance, with activation and KYC, pricing foreign cards at roughly 2.99-3%. Stripe India prices cards issued abroad at 3%, or 4.3% when billed in USD. Instamojo enables international payments only on request after KYC approval.
